Keynote Speaker: Kemba Walden

Acting National Cyber Director in the Office of the National Cyber Director

Kemba Walden is the Acting National Cyber Director in the Office of the National Cyber Director. Kemba served as the inaugural Principal Deputy  National Cyber Director for eight months, during which she co-led the organization, overseeing the development and growth of the office. During her tenure, the Office of the National Cyber Director drafted and released the National Cybersecurity Strategy, managed the ongoing implementation of Executive Order 14028 (Improving the Nation’s Cybersecurity), and spearheaded the development of the forthcoming, first-ever National Cyber Workforce and Education Strategy. 

Previously, she served as Assistant General Counsel in Microsoft’s Digital Crimes Unit (DCU), where she  launched and led DCU’s Ransomware Program. Kemba also served as a Working Group Co-Chair of the  White House Ransomware Task Force and contributed to its Combating Ransomware Report. Kemba started  her Microsoft career as Senior Counsel for Cyber and Democracy, providing legal counsel to the Defending  Democracy Program for the 2020 election cycle. 

Prior to Microsoft, Kemba spent a decade in government service at the Department of Homeland Security  (DHS). At DHS, Kemba held several counsel positions, including as the lead attorney for the DHS  Representative to the Committee on Foreign Investment in the United States (CFIUS). She also served as a  cybersecurity attorney for the newly created Cybersecurity and Infrastructure Security Agency (CISA) and  its predecessor, the National Protection and Programs Directorate (NPPD). CISA and NPPD were  responsible for cybersecurity, emergency communications, and infrastructure security. While serving at  DHS, Kemba negotiated complex data protection, information sharing, risk mitigation, and national security  agreements, and she supported DHS’s cybersecurity and risk management efforts in several critical  infrastructure sectors. After DHS, Kemba was the primary cybersecurity legal advisor to the Elections Task  Force, now known as the Elections Security Initiative. 

Kemba was also appointed as an inaugural member of the Cyber Safety Review Board and serves as an  Adjunct Professor at Georgetown University in the School of Continuing Studies. 

Kemba received her J.D. from Georgetown University Law Center, her Master’s in Public Affairs from Princeton University’s School of Public and International Affairs, and her B.A. in Political Science from Hampton University.

    Colonel J. Carlos Vega, US Army (Retired), is a luminary in the dynamic spheres of cybersecurity and information technology. His impressive tenure, spanning over three decades, is hallmarked by groundbreaking leadership roles and transformative strategies. Notably, as CISO at Devo Technologies and Executive Security Advisor at IBM Security, Vega transformed cybersecurity from a mere operational requirement to a potent competitive advantage. His visionary roles as CTO and CIO in critical DoD organizations saw him infusing a pervasive culture of cybersecurity. Beyond mere roles, he co-founded the Army Cyber Institute, pioneering the Cyber Operations discipline within the US Army, and fostering a cybersecurity ecosystem that marries technical prowess with geopolitical nuances, and operational capabilities.

    In both national and international arenas, Vega has showcased an unparalleled ability to steer challenging projects, leveraging his expertise in technical and strategic facets of cybersecurity. His collaborative efforts, exemplified through his tenure in South Korea and his advisory roles, have significantly uplifted cyber defense capacities across sectors. A true trailblazer, Vega's approach to aligning security with broader organizational goals and his adeptness at navigating high-stress, multinational environments has solidified his stature as a venerated figure in global cybersecurity landscapes.

  • Llauryn Iglehart

    Chief, Office of Equity, Diversity, Inclusion and Accessibility Officer (CISA)

    Llauryn Iglehart serves the Chief, Office of Equity, Diversity, Inclusion, and Accessibility (OEDIA at the Cybersecurity and Infrastructure Security Agency (CISA). As Chief of OEDIA, Ms. Iglehart is responsible for CISA’s Equal Employment, Diversity, Equity, Inclusion and Accessibility policy formulation, consulting, and strategic management. She and her team implement the equal employment, complaints processing, reasonable accommodation, affirmative employment, internal civil rights, diversity, inclusion, and accessibility programs for CISA. OEDIA's mission is to cultivate an inclusive culture that champions dignity, respect, and belonging, where diverse talent is leveraged equitably to advance cyber and infrastructure security. The OEDIA vision is to make CISA the premier Agency for diverse talent to work and innovate.

    Ms. Iglehart has over twenty years of experience working in the field of equal employment opportunity, diversity and inclusion. Previously, Ms. Iglehart served as the Director, Decennial Investigations and Adjudication Office, Office of Civil Rights, at the U.S. Department of Commerce. She led the processing of formal equal employment opportunity complaints for the 2020 Decennial Census applicants and employees. Prior to her joining Commerce, Ms. Iglehart served as Deputy Director, National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC), Equal Opportunity Programs Office. At GSFC she was responsible for managing, implementing, and evaluating programs in equal opportunity, affirmative employment, civil rights, language access, complaints processing and reasonable accommodation.

    At other points in her career, Ms. Iglehart served as Branch Chief, Training, Marketing and Consulting Branch, National Institutes of Health, Office of Equity, Diversity and Inclusion; and Director, Affirmative Employment Group, Centers for Medicare & Medicaid Services, Office of Equal Opportunity and Civil Rights.

    Ms. Iglehart is an alumna of Spelman College and the University of Baltimore Law School. In addition, she has received a Certificate in Public Leadership from Brookings Institute Executive Education Fellowship Program.

  • Camille Stewart Gloster

    Deputy National Cyber Director Technology and Ecosystem Security Division Office of the National Cyber Director

    Camille Stewart Gloster, Esq. is the Deputy National Cyber Director for Technology & Ecosystem for The White House. In her role, Camille leads technology, supply chain, data security, and cyber workforce and education efforts for the Office of the National Cyber Director. Camille is a cyber, technology, and national security strategist and policy leader whose career has spanned the private, public, and non-profit sectors. She joined ONCD from Google, where she most recently served as Global Head of Product Security Strategy, and before that as Head of Security Policy and Election Integrity for Google Play and Android.

    Prior to working at Google, Camille led cyber diplomacy, technology policy, privacy, and technical policy areas like encryption and PNT as the Senior Policy Advisor for Cyber, Infrastructure & Resilience at the U.S. Department of Homeland Security. During her time at DHS, Camille led campaigns, international engagements, and policy development that bolstered national and international cyber resilience. Those policies include Presidential Policy Directive 41 (PPD – 41) on federal cyber incident coordination, supporting Privacy Shield negotiations, and the 2016 Cybersecurity National Action Plan (CNAP) which outlined 75 tasks to enhance cybersecurity awareness and protections, protect privacy, maintain public safety as well as economic and national security. Camille has also held leadership roles focused on cyber and technology on Capitol Hill, at Deloitte, and Cyveillance, an open-source threat intelligence company.

    Throughout her career, Camille has held cybersecurity fellowships at the Harvard Belfer Center, New America, Atlantic Council, and the Foundation for Defense of Democracies. Camille also served on the American Bar Association’s Standing Committee on Law and National Security during the 2021-2022 Bar Year and the Criminal Divisions Cybersecurity Committee during the 2020-2021 Bar Year.

    Camille has contributed to advancing the field through technical research and writing, including a groundbreaking paper, and subsequent training for federal judges, on the exfiltration of national security-related technology and intellectual property through the courts. Most recently, she authored a paper on the need for and principles to support designing user-centric security programs.

    Camille is passionate about expanding the cyber, technology, and national security workforces and co-founded the #ShareTheMicInCyber movement and the NextGen NatSec initiative to support investment in a highly skilled and diverse workforce. Both efforts serve to highlight the need for increased diversity

  • Glorián Rivera Álvarez

    Deputy Chief of Critical Networks and Systems within the Cybersecurity Directorate at the National Security Agency (NSA).

    Ms. Rivera Álvarez began her career at NSA in 2006, since joining the Agency she has held several leadership positions within the Installations and Logistics Directorate. When she started she became part of the Project Engineering and Execution Division within the as an Electrical Engineer and in 2008 became a Team Lead within that Branch. In 2010, she was selected to serve as the Chief of the enterprise Planning Branch, and soon after was requested to serve as the Acting Deputy Chief for the Global Facilities Planning division where she was responsible for the development of a comprehensive Facilities Master Plan and oversight for the Military Construction program in support of that strategic plan.

    In 2011, as a result of a realignment within the Installations and Facilities Services Organization, she was appointed as the Deputy Chief of the Operations and Maintenance Division, responsible for overseeing the critical support to the Agency's mission with a reliable infrastructure. She was then selected for a Joint Duty Assignment with U.S. Cyber Command from February 2013 to August 2014, where she served as the Acting Director for the J4 – Logistics Directorate. After returning to the Installations and Logistics Directorate Ms. Rivera Álvarez served as the Division Chief for Engineering and Design, responsible for providing design and engineering services for all facilities infrastructure improvements, re-capitalization and new work projects worldwide. Then in August 2015 she was selected to serve as the Division Chief for Global Facilities Planning. During this time, she also served as the Chair for the Hispanic Latino Employee Resource Group, from April 2015 to April 2018.

    In August 2016, Ms. Rivera Álvarez was selected to be the first Chief of Staff of the newly formed Vulnerability Solutions Office, under the Capabilities Directorate, managing the staff that supports the team that discovers, exploits, mitigates, and manages vulnerabilities in key technologies to help widen the capability gap between our nation and its adversaries. She served there until October 2018 when she moved to serve as the Chief of Staff for the Office of the General Counsel, the exclusive component responsible for providing legal services to all NSA elements. In July 2019, she was selected to serve as the Deputy Director of Diversity Equality and Inclusion (DEI) where she served as an advisor, advocate and change agent for NSA leaders in support of inclusion diversity, equity and accessibility.

    Prior to joining NSA, Ms. Rivera Álvarez worked in the Puerto Rico Electric Power Authority as an Electrical Engineer in the Transmission and Distribution Directorate.

    Ms. Rivera Álvarez has her Professional Engineering license from the state of MD. As well as being a DAWIA Certified Professional, Level II in Facilities Engineering. She received the Joint Civilian Commendation Award for her support during the standup of the Cyber Mission Forces to U.S. Cyber Command.
